FRANK JIMENEZ, ESQ.

CHAIR
Frank R. Jimenez is General Counsel of GE HealthCare, a NASDAQ 100 medical technology company. He previously served as the general counsel for NYSE-listed companies Raytheon Technologies Corp., Raytheon Co., Bunge Ltd., Xylem Inc. and ITT Corp. In prior public office, Frank served as the 21st General Counsel of the Navy, Chief of Staff of the U.S. Department of Housing and Urban Development, and Deputy Chief of Staff and Acting General Counsel for Florida Governor Jeb Bush. He serves on the Board of Directors of Fortune 500 company HII (Huntington Ingalls Industries) and of the non-profit Equal Justice Works. He is a graduate of the University of Miami, the Yale Law School, the University of Pennsylvania's Wharton School, and the U.S. Naval War College.

JONATHAN MELTZ

VICE-CHAIR
Jonathan Meltz is a senior attorney in Chapman Law Group’s White-Collar Defense & Government Investigations Group, based in Miami, where he specializes in health care fraud defense, federal investigations, DEA registration matters, and physician licensing defense, representing health care professionals across the U.S. With nearly 25 years of experience, Jonathan has handled thousands of cases, participated in over 70 jury trials, and achieved numerous dismissals and not-guilty verdicts, including in high-profile murder cases. He began his career at the Miami Public Defender’s Office, defending clients charged with serious felonies, and has been nominated five times for a Miami-Dade County judgeship. A Boston native, Jonathan holds a law degree from the City University of New York School of Law and a Bachelor of Science in Advertising and Political Science from the University of Miami, where he was inducted into the prestigious Iron Arrow Honor Society. As a two-term councilman for Miami Shores, he contributes to key projects in infrastructure, land use, public safety, and community planning.

CHAZ MENA

SECRETARY
Chaz Mena is an award-winning actor, writer and producer. Chaz Mena's films appear on HBO Max, Hulu, and Netflix. In 2020, and in partnership with Vanguardia Films, he co-wrote "Bella" (feature, post) with partner Bruno Irizarry. Chaz's screenplay Ascender was optioned in 2024, and production is set to begin in 2025. His nationally televised, one-person play "Yo Solo," examining General Bernardo de Gálvez’s contribution to the American Revolutionary War, won him the Freedom Foundation’s George Washington Honor Media for Media. In 2015, the United States Congress recognized Chaz for research and performance in the same. He has performed in over fifty plays produced professionally in New York City, his hometown, and at anchor, regional theaters throughout the United States and abroad. He divides his time between New York, Puerto Rico, and Florida, where he writes and co-produces independent films.

ANTHONY BAILEY

TREASURER
Dr. Anthony Bailey is the founding dean of the USC Bovard College and he also serves as the Vice President for Strategic and Global Initiatives at the University of Southern California. Before joining USC in 2011, Dr. Bailey led Kaplan International Colleges, a chain of 44 schools with operations across 20 countries, and earlier worked as a group brand manager at the Ford Motor Company and a marketing analyst at PortMiami. He started his career at the National Oceanic and Atmospheric Administration and he remains an active scientific diver and member of the American Academy of Underwater Sciences. Bailey received his BA and MA from the Rosenstiel School of Marine and Atmospheric Science at the University of Miami, his MBA from the University of Virginia’s Darden Graduate School of Business Administration, and his doctorate in higher education management from the University of Pennsylvania.

CARROLL KELLY

DIRECTOR
Judge Carroll Kelly received her Bachelor of Arts degree from St. Lawrence University and her J.D. from the University of Miami Law School. Judge Kelly was first elected to the bench in 1998 and has served in the domestic violence division for 25 years. Since 2009, she has served as the Administrative Judge of the Domestic Violence Division and is responsible for the oversight of all civil and criminal domestic violence court operations in Miami-Dade County. In her capacity as the Administrative Judge, she has created and implemented programs and protocols to increase victim safety and ensure offender accountability. Judge Kelly is the past president of the Florida Conference of County Court Judges and serves as an adjunct professor for the University of Miami School of Law and as faculty for the Florida Judicial College, the Florida College of Advanced Judicial Studies, the National Council of Juvenile and Family Court Judges, the National Judicial Institute on Domestic Violence and the American Judges Association. She has lectured nationally and internationally on interpersonal violence issues.
